If you're not charging your batteries it's unlikely your DC output from the converter is fine. It's more likely that you're running off the battery and running the battery down. Easy way to check would be to disconnect the battery and see if you still have 12V power. I'll bet you won't.

I'm running off the batteries, boy I feel stupid.
Just looked at two fuses and they are good....and I'm getting 12.0 volts from the batteries.
Sure is looking like converter.
One thing, when I connect the battery the fan does come on for 10 seconds then stops. A clue?
