The only "time" involved seems to be the "time" you choose to press the on or off button.

These show up almost every Christmas in hardware stores for Christmas tree lights. I bought several a few years ago and use them for a host of things including outdoor electronics when camping. I started out using them to turn off Christmas tree lights, but I'm always finding stuff that need to be unplugged to turn off & this solves the issue.
