Poer Gear Jack problem

Friends have an 08 Gulfstream with Power Gear jacks. They cannot get them to deploy. Touch pad is a P/N 140-1226 and the Control Box is #140-1224. When you turn on the system the Manual, Auto, Front and Left lights are blinking and the Jacks Down light is also on but none of the jacks are down. Any Ideas of what may be going on? Any and all comments would be a help. Thanks Steve
