It has a built in controller as most of these type kits do. PWM I would imagine.

Does that portable come with a controller? And if so, is it a pwm or an mppt?

Shipping for me would be $21, so close to $1 a watt for the extra 20w. Not a big difference in watts or price so which even works better for you.
