The most IMPORTANT ingredient in Sea Foam is naphtha ! It is one the only thing that I have ever heard that will dissolve carbon build up on rings. intake valves and in the combustion chamber.
The "urban legend" of Sea Foam is that it was created back shortly after WWII when 2 stroke outboard motor were becoming popular. Back then the quality of the oil was very questionable and some racer used 16:1 ratio. Some even used castor oil (a vegetable oil) ! Such a high amount of oil left carbon deposits o the piston rings and in the ring groves which prevented them from moving.
The whole Sea Foam "process" was to prevent the rings from seizing after heavy use.
2 cycle engines are almost extinct and anyone who really cares about their 2 stroke engine uses synthetic oil anyway.
The IPA in Sea Foam should help remove any moisture in the fuel. The "proper" ratio of gasoline, ethanol and water can cause very serious separation ("layers") of the fuel in the tank.
