So we have another CERTIFIED who doesn't open bleeding valve when filling up cylinders?

Okay, which is it? Number 4: "venting of vapor...from the 80 percent valve" or number 2: "The ONLY time you will vent liquid or vapor is when you disconnect and that amount is negligible."?

I made a small error. You ALWAYS open the 80 percent valve while filling. Number 3 was in response to HOW you disconnect the fill nozzle and there would be negliable liquid or vapor when properly disconnecting from the Tank. Not enough to cause a hazard if done properly. Doug
