tank heater pad is falling off

The tank heater has partially come loose. Can anyone give me a suggestion on what to use to glue it back up?

x2 for a spray, that sounds like the easiest solution.

Another idea; a good outdoor fix-all tape, like Gorilla.

Clean everything with soap & water followed with isopropanol, and then tape the heating pad to the tank from one side to the other, so the tape is sticking to the plastic walls of the tank and the pad itself.

I had thought about adding some sort of strapping around the tanks to keep them in place. On the to do list.

There are lots of glue choices out there that will work great....Home Depot or Lowe's will have a good selection.

If you want it to to stay put, maybe consider a 2 part epoxy...JB Weld.
You will have to find a way to hold it up while it cures.
