Sorry but it does. Hydrogen bonding causes pure ethanol to be hygroscopic to the extent that it readily absorbs water from the air.

Fuel injection doesn't need to mess about with propane as there are no jets to clog. Had a 25hp EFI Outboard and fuel issues were a non-issue as there was no carb to gum up. Propane options are mostly to solve carb issues.
