I think it comes down to how easy it is - 4 bolts could be removed without much effort with common hand tools that a lot of people carry with them on the road and the temptation could strike someone who would otherwise not normall consider it..
A chain cutter isn't something that most people carry however so it rules out the "crime of opportunity" crowd when there's a way to secure it via such.
