Transfer switch not making contact automatically.

I have a Lyght Automatic transfer switch that is malfunctioning. The convert is not charging the house deep cycle batteries when using the shore line or the generator. If I manually hold down the one ...

"I've already wired The L1's together L2's together and the Neutrals together."

Yes:

L1 in to L1 out
L2 in to L2 out
Neutral to Neutral
Ground to Ground

If converter is not on, check the breaker powering it.
