Lol. Youโre upset that a public utility company wonโt go above and beyond to do favors for every private landowner with their own private utilities that are of no responsibility to nor any control of by the utility company?

private underground pipes and cables may not be owned or maintained by member utility companies, therefore they are unable to locate them.
Utility companies are only required to mark location of underground cables to the meter, after that it is private cabling. There are companies that will for a price come out and attempt to locate underground utilities.

Will my private utility lines be marked? No. Member utilities companies are responsible to mark only the facilities that they own or maintain. Private utility lines are lines commonly between the meter and a home or utility lines that were installed by the home owner to out buildings, etc. It is your responsibility to investigate if any privately-owned utilities are in the area.

The electric utility won't locate on private property, but the internet provider will, and I lucked out that they would locate the power to my garage. My water utility won't do PP either, and of course nobody has UG utility schematics.
True, call before you dig and make sure there are no utilities in the way that you are not aware of.

But look at the whole picture. Do you have to go through a wall, is there a sidewalk, a water line, a tree with big roots or a sprinkler system in the way?
