What tool to remove fresh water fill collar to replace hose?

Trying to replace fresh water hose from fresh water fill to fresh water tank. I need a special tool to remove screws holding outside flange. There are two fasteners with very small round holes. RV is ...

Thx for all the help and advice. It did not look like I could easily get to the clamp at the water fill. Turns out the van has a few issues and I've elected to hire a mobile RV repairman. It is crazy here in the Phoenix area to get anything fixed in less than a month.
