If you are using the standard trailer plug to connect to the camper, go under the hood to the fuse panel on the driver's side, remove the cover, and check the fuse for STUD #1.
On the GMT900's (1999-2007 Classic) that is the fuse that powers the 12V charging circuit to the trailer plug. When the truck is new there is a dummy fuse in that position. You need to install a real 40A fuse in that position to activate the charging circuit.
Even with that activated, the wire is only 10 gauge, which limits the charging current. Many TC owners install a dedicated charge line to the camper directly from the alternator using a heavy 2 gauge cable.
