Thanks for the input. On recreation.gov, Rio Grande has no electric, but called and indications are that, all sites have FHU, so we'll stay a couple outside of the park and a few in RGC.
There are two RV campgrounds in the Rio Grande Village area. One is a campground run by the National Park. The sites have no hookups. Some sites are large enough for a trailer or RV. Water is available at spigots (that you can't hook up to). There is a dump, which also has a fresh water fill up. The other RV campground is run by a concessionaire, which is located in a large parking lot adjacent to the Rio Grande Village store. It has full hookups. Although located in a parking lot, the campground is not quite as bad as that makes it sound.
Be aware the entire Big Bend National Park is suffering from an extreme water shortage, you are asked to fill up trailer tanks before entering the park, and are limited to 5 gallons per day per person.
