At this point, it doesn't matter who built it. You need to find out (from the seller) how it has been maintained and stored.
Caulking cracks (leaks)?
Wheel bearings (greased / repacked)? Packing may be due.
Tires (age / what they've been parked on)? If they are original, they are probably due for replacement.
Inspect it closely, top to bottom.
