Found the plans here and an explanation of how it works like this.
In that link, the 4" vertical piece needs to be a lot longer, the farther north you want to go.
Up here in the State of Washington, you need an elevation of 31 degrees. With this inverted setup, that would actually be 59 degrees.
In Dallas, the angle is about 51 degrees, or 39 degrees because it's inverted. That difference of 20 degrees will require a much taller stand.
(The reason that I call it an 'inverted' setup is that your D*TV box will tell you an elevation 'above the horizon'. But, with this stand, you start with the dish pointing straight up and need to angle it downward, so 90 minus whatever D*TV says. This is explained in the link, also.)
