That is exactly what is wrong with California. They have a spending problem in Sacramento, not an income problem. The balance is a state tax. Now, they have proposition 30 which is asking for more money for schools. WTF! The lottery was supposed to pay for that and it does!!! Sacramento is just dipping into all of its funds and now they are out of money. This state is beyond repair. 15 billion in illegal alien subsidies and that is only counting a part of the freebies. What a joke.
