I-95 is the only way to go if you are driving straight through. It's the most direct and fastest route. There is always traffic going from Richmond, VA. to DC.
Then getting around the beltway in DC is slow at any time day or night. The fastest way to get through and out of Baltimore is with the harbor tunnel. But you will need to check about the propane issue going through the tunnel. Once you get on the Jersey turnpike it will take you right to your RV park without going through any more tunnels. The only tunnel in you whole trip is the one in Baltimore. If you can't use the tunnel in Baltimore there is a bridge you can use but it's slower longer route.
To see the 9/11 memorial, just jump on a ferry boat from your RV park and in a few minutes you will cross the Hudson River and you will in Manhattan, NYC right near the 9/11 memorial.
Be prepared to spend about a $1 @ gallon more for gas in Canada. So if gas is now $3.60 @ gallon in Pompano in Canada it will be about $4.60 @ gallon.
