Gulf Stream Innsbruck lite roof coating

Hello, I just purchased my first tt. Previous owner purchased some roofing material for me to coat it. I am confused the roof looks like a thin rubber sheeting of some sort. Are you suppose to coat right over this? Also, what is the best option to waterproof skylights, and etc. Should i use a tape or lap sealant?
