Is This Legal?
On my home from work today and came up along side this guy with a gigantic hook sticking out of the hitch. WTH! Is this even legal? It looks like a hazard to me for sure. The Hook

While I was in the service long ago as well as current construction trailer use a pintle hitch with an open hook would not be secure and certainly wouldn't be DOT compliant. The pintle hook has a top piece that secures down with a pin after it goes hrough the ring on the trailer hitch. While they do sell hooks like that to go in a receiver hitch they are for recovery or show in this case not trailer towing use.
