Mystery strap

I am working on my 73 Chevy Blazer's instrument panel, and have what looks like a lightweight braided ground strap.

I don't remember taking it off of anything and can't figure out where it is supposed to go.

Anyone know?

It is the end of the strap that is not attached to anything... I cannot find anywhere to put it.

I do believe that Gonzo42 is correct since your dash cluster panel is plastic it would make sense.
I have taken a couple of old GM dashes apart and found those myself.

Could be a good common ground for your instruments.

Cowl and engine block. It is just a ground to help stop RF interference.

I bought it from the original owner in 1985. I'm just about positive that it is a factory strap.
