Sounds like someone slipped a few $$ under the table at your expense (relocated you to very poor site)! :M
On another note, all the campgrounds that we have ever stayed at charged by the site, period. They didn't care what you parked there, as long as it fit, which of course, we always knew ahead of time. It has always been public campgrounds, federal, state, county, etc. for us, not commercial, if that makes a difference.
