I had a similar situation at a park in Gardiner, Montana. We booked a site on the river and paid extra for it. When we got there they had given our site to someone who had complained about the site they had. We ended up paying a premium price for a site no one else wanted. They were work campers and said they didn't have the authority to refund the extra money we paid. I've crossed that park off my list of campgrounds I'll go back to.
