Although it is probably not an issue where you are, the covers do provide some UV protection for the hoses, and I have found in very cold temps provide a little freeze protection for the regulator. Having had it both ways, I much prefer the cover.
I don't worry about regulators freezing. I've used propane cylinders with a regulator outside the fishouse down to -20f. Maybe I'm just lucky.
