I can understand the cosmetic aspect but propane cylinders really aren't harmed by keeping them exposed to weather. I don't have covers, never have, and I wouldn't want them. To me, it's just something more to maintain and get in my way.
Although it is probably not an issue where you are, the covers do provide some UV protection for the hoses, and I have found in very cold temps provide a little freeze protection for the regulator. Having had it both ways, I much prefer the cover.
I don't worry about regulators freezing. I've used propane cylinders with a regulator outside the fishouse down to -20f. Maybe I'm just lucky.
