Permanent magnet starters are really very simple. The only wear items are the bearing, the brushes and the commutator. While the windings need to be tested for sort and opens (not likely if the commutator does not have excessive wear) they do not commonly fail.
Clean the commutator bars with 200+ grit every cloth. Replace the brushes. Replace the solenoid (if you can find a replacement).
