Besides safety, TCs aren't designed to be strapped down. They clearly have tide down points, but also can be damaged by being tightened too tightly.
If you are serious about buying one, go ahead and add the tiedown mounts and tiedowns. You will eventually need them in any case. They are available on craigslist from time to time but are essentially a one time cost.
