For towing in general, IMHO the best out-of-the-box solution is the Torklift Superhitch and Supertruss system. Nobody else makes a complete system, let alone one as strong.
Everyone else just sends you a piece of square tubing, that if used without modification, flops around and make for a miserable, even dangerous, towing experience. The end user is left to figure out some sort of stay chain setup, which ends up requiring drilling and/or welding. Torklift has that all figured out for you.
It may be expensive, but it's bolt-on convenience.
State laws apply if he enters them. Plus the site I posted has Canadian towing laws too.
As far as the SuperHitch/Super/Truss I am a long time user and believer. I frequently use the 21" and 48" ext. :)
