Do you intend to park the TT in your relatives driveways? Water, Sewer, Electrical connections available? If not, then a campground would be needed. They would be expensive in the Baltimore area from what I remember about them, assuming they are still open.
Back to your basic question - You should be alright with adequate electric in the Baltimore area. It does snow in December and most likely will be below freezing some days/night while you will be there.
