To remove TL's I only need to pull handle up, and wiggle/jiggle the hook out of the top TC tie down then the bottom hook from truck tie-down, no turning involved. As I said 9 out of ten times just hook bottom first then top. If a adjustment is needed it's usually 1-3 turns taking seconds.
