I've noticed this while towing on most trucks I've owned. I think the biggest issue is that the truck is unable to anticipate changes in grade and is "behind the curve" so to speak rather than speeding up or slowing down prior to hitting the grade like an experienced towing driver does.

An automatic transmission is much similar but that's a whole additional topic! :B
