A Suzuki Burgman 400, for example, weighs 491 lbs. wet. Most hitch carriers are rated for 500 lb. max.
Yup the Burgman 400, Majesty 400 and even the 250cc Reflex (now Forza) are all likely too heavy for your front set-up with out some hefty front end suspension mods. Visibility will likely be an issue too with your headlights and direct line of sight. Air flow to the radiator should not be an issue unless you use a travel cover in which case it may block too much air flow.
We've had everything from a Honda Elite 80cc to an Elite 250, Reflex 250, Burgman 400 and a Honda Silver Wing 600cc scooter with us while camping. Even had a custom made scooter carrier made, with an Acme worm drive to lift and lower the scooter, to carry our 250cc Honda Elite then our 250cc Honda Big Ruckus in the 2" hitch receiver. This set up was fantastic and served us very well.
You do not say what you want to use the scooter for ... and this really matters. If its just to run around a campground, any 50cc scooter (Zuma, lil'Ruckus etc.) will do. If it's for full blown grocery runs into town using highways, 2 up tour riding etc., then you'll need at least a 150cc scoot (something like the Honda PCX150). They won't be fast but they'll get the job done.
Personally, we loved our 2005 Honda Big Ruckus 250cc (only produced 2005 & 2006) as it allowed for 2 up touring (max about 65 mph 2 up), was a great grocery hauler with the extra cases we installed, didn't have the plastic tupperware to worry about damaging and it looked very different (love it or hate it). Plus it was a lot lighter than our bigger maxi-scooters.
We now tow our two maxi-scoots (Burg 400 & SWing 600) in a cargo trailer behind out TC set-up as we love maxi-scooter touring as much as we love camping. I realize this is not an option for you as you already tow your boat.
