FIXED Ended up being an unlabeled fuse in the box in the front external by the engine. It says exterior on it but was one I didn't find initially going through some of the fuses there.

I have located a relay where you describe and a couple barrel like things in the electrical lines there but not sure how to identify what is what. The rectangular one does say "relay" on it.
No brake/4way in the fuse box left of the drivers feet. Replaced the brake fuse in the front outside compartment just to check that and nothing is getting the flashers or brake lights working.
