Diesel in Europe comes from a different crude oil base, and contain fewer aromatics, is easier to refine into high cetane, high quality.
North America diesel is poorer quality to begin with, and with increased heavy oil and poor quality crude as a base, it needs more work to make it into diesel.
Then add biodiesel.. then add.. then add...
Fuel is a local phenomena, got to really know the specifics.
Oh... I don't think lubricity is the only issue, and lubricity additives. There may be an ad hoc problem re quality control of additives and addition of right amounts.
Something much more complex is at work than just ULSD --- something changed in the fuel mix.
