It has been going on at least since the mid 2000s, with the last price spike.
The fact is, there is simply no way to control tens of thousands of home brewers, each with their own setup, and none with the semblance of a full lab, quality wise.
ASTM is just an aspiration --- that is why I believe that the B5 standard is just a sop to the politicians and EPA, because the OEMs figure out even if the biodiesel is complete garbage, 5% contamination will not be fatal.
