In our house in Mexico the voltage is usually between 125 and 130. When they installed a new transformer it was 135. I had the CFE come out and adjust the voltage. Surges occur when they are working on lines or after a loss of power. That 160 had to be a loss of the Neutral. The CFE uses aluminum neutrals that are not heavy enough. They do not use connectors. Just twist and tape. If you are in a salt air area the connection rots. When the power goes out we shut off breakers. Surges are very hard on fridges and freezers. My Dynasty sits in the shop hooked up to a 50 amp circuit. The EMS system has always protected the unit. The CFE has paid residents when many have lost appliances. But the person or Company named on the CFE bill has to make the claim. Lots of Red tape.

Loss of neutral? That is very likely. I think you nailed it. The affected row had sat unused for 2 years. IT did not get used until enough rigs were there at once to fill all the 18 avaiklable oceanfront spots.
