You're not going to be in wilderness with your 45' MH and cycle unless you're a strong distance hiker. The only communication you should have with custom crossings should be 'yes' or 'no' and look them in the eye. That's all they want to hear unless they ask you more questions. Don't try to question their laws. You definitely don't need 'protection'.
We drove our 40' and towed the Jeep and didn't have any damage to either. You're not going to drive fast and sometimes it will be 15mph in construction areas. Driving slow is the key to not receiving damage.
