Pepper spray (little can) isn't allowed, but bear spray (bigger can) is. Never had a problem with bear spray when crossing into Canada multiple times this summer on my Alaska trip. They'd ask if I had any and I declared it, then they'd ask if it was a large can or a small can and tell me the larger cans are allowed.
BTW, I didn't carry a gun and I did quite a it of hiking while there. Some may think I was crazy for doing so, but I was born and raised in Alaska and never had a problem.
