1. Any cartridge that is capable of being discharged from a commonly available semi-automatic handgun or revolver and that is manufactured or assembled with a projectile that is designed, manufactured or altered so as to be capable of penetrating body armour, including KTW, THV and 5.7 x 28 mm P-90 cartridges.

That does not include full metal jacket bullets (FMJ). In fact FMJ are required by the Geneva Conventions since they wanted to ban hollow point ammo being used in warfare. Armor piercing rounds have a hardened penetrator which is intended to pierce body armor. Usually those are steel or tungsten but can be made of other materials. The specific mention of the 5.7mm ammo is because that pistol round is designed to defeat armored vests.
