If it were me, I'd do I-10 to Palm Springs, then north to Twenty Nine Palms, thru Mojave and on to Bakersfield and I-5 north.
Do weather, if it is snowing in Siskiyou's leave I-5 at Red Bluff and go out to the coast. 101 isn't that bad. then get back to I-5 at Portland. Or just stay with 101/1 to Shelton.
101 is a lot lower than the passes on I-5, it may be raining on 101 while it will be snow on I-5.
