I encountered something similar last year at Agawa Bay, it was the campers 'work-around' to the number of campers / vehicles rules.
There was 16 people tent camping with 6 vehicles, 3 of them pulling cargo trailers. They booked 4 sites but 'lived' on just one, leaving 3 sites empty but paid for.
