My recommendation is I-81 to the PA Turnpike to the Harrisburg East Exit. Then take PA 283 east to Lancaster.

I travel in the Harrisburg area often. The traffic, while usually not that bad, can get miserable depending on the time of day.
And, if it rains, plan on sitting in traffic.
Spend the money and take the pike. JMO
US 30 does not go to Harrisburg. PA 283 will take you to US 30, north west of Lancaster.
