Do Mexicans need US auto insurance when crossing north?

It turns out that he knew about getting insurance. The border surprise was that they needed something like the Mexican FMM if they planned to drive more than 25 miles north of Tucson. They already have 10 year US visas, so I don't know why the extra ticket was needed.
