The OP problem is quite different from most of the other examples.
In most cases where a GPS (or any mapping program) leads drivers astray it's because the driver is asking for the shortest route, and it routes them down shortcuts that aren't suitable. That sort of problem should be getting better as the map databases get more information on road quality.
In the OP case, he's asking the GPS to apply further restrictions on road quality. But something about the most direct route isn't meeting that criteria. Past construction is a possible explanation. Oregon Tripcheck has a nighttime paving notice for July. Or maybe the curves, cliffs and congestion around Sealion Caves has frightened some RV drivers.
