Driving on the lateral with a MH (in PV)- What is the rule?

I am in Puerto Vallarta right now and I know I have to drive on the lateral with the dual wheel MH, and I saw a dually pickup stoped by the police today.

I tried to find the signs that says that but did not see any. I did some research and could not find any official information. I look closely to the road side as I got in PV today and no sings.

Is it only in PV that you have to use the lateral on is this all over Mexico big towns or what. Is there an offical web site to inform people on this.

    In some / most Cities you can not take a dual wheel vehicle downtown. On the City main arteries AROUND the city you can only drive in the Right Lane AND each lane can have a different speed limit which is Painted on the road surface of the lane.

    I think he is referring to bypass roads, but Im not positive.
