FMM Forma Migratoria Multiple, 180 day human visa yes you can exit and enter during those 180 days I do not know if the 180 days stop counting when out of country or they continue weather the individual is out of country.

TIP Permiso de Importacion Temporal issued only after an FMM is obtained, a 180 day permit is issued for cars, truck, some motorcycles depending on CC.

RV's and marine vessels get 10 year permits the owners can get 180 day visa in one year, the only way to get a longer visa is with a student visa, one can always study the mating habits of the mountain rock fleas.

That website I posted does indicate there are other offices all over Baja where you should be able to get an FMM. Years ago we saw a small airport in Mulege where small private planes flew in from the US to go fishing. They must have had to get an FMM somewhere. So there are other airports and seaports where people fly in or sail in and need to get paperwork done. I think that website could tell something and then asking around could get you to the office. The website does not seem to have addresses of offices that I can find.

Years ago we lived on an island in the Caribbean where there was a customs office at the airport on one side of the island but people would sail in to the other side. They were supposed to cross the island to check in but most did not – they stayed a few days and sailed away. Point being there should be somewhere this can be done without returning to the border. Even if a fine must be paid it might be cheaper that return trip costs. Keep looking. There may not always be government officials in the immediate vicinity of every possible landing zone – some travel to an office may be required – therefore there is no way they might know for sure exactly how anyone arrived - if a boat or plane dropped someone off and then immediately departed there may be no consequences – and the one who dropped them off may not have been required to report in or if they were and did not then who is to know? I do not know if the FMM ties the user to the TIP but they might not want to explain the existence of their transportation when applying for the FMM.

All aircraft have to clear immigration and customs at the first international airport on the route in to Mexico, same apply's to vessels at sea, boats coming down from the US along the coast need to stop at Ensenada and clear immigration and customs, only if they travel out side of the territorial limit can a boat travel further down the coast and clear immigration and customs at Los Cabos, or further down the coast.

The airport at Mulege is a local dirt strip, there is no tower no services no immigration no customs, those foreign aircraft that you saw cleared entry at the border, boats in territorial waters that have not obtained proper documents if stopped by the Mexican Navy are escorted to the territorial limit.

I am glad that someone posted that an FMM does NOT need to be turned in when leaving the country. That's why they have an expiration date.

They are good for up to 180 days from the date issued. The expiration has nothing to do with time our of the country.

I hope they get some good information, and it's easy and close to them.

The need for a FMM is after a three day stay in B.C.or Sonora but changes when you cross into B.C.S., just as it does in the east, when passing from the "Free Zone." If you plan a trip, get a FMM and be done with it. TIP is also a requirement when driving into both those more distant areas. It is not easily available if your plans change and you want to take the ferry over to the mainland, where a temporary import permit is always required to go aboard. I know of a case where the couple wanted to take the ferry but could not obtain all the certification that was required. Perhaps they could have found it if they had searched better, or perhaps the fine itself was a deterrent. But they did get to the mainland, by retracing their steps north and doing hwy 15 and 200, but on the way, getting the required FMM and TIP. If time is at a premium it would be helpful to know if and where these can be obtained in BCS and meanwhile, not having an accident!

Isn't it great that the rules are so complicated for such a simple thing? BTW : It is not a Visa. never has been. Even in Sonora you still need an FMM. But for short term it is free. Although Aduana at an International airport in Mexico could give you an FMM they are not supposed to issue them.

I will plant this for your amusement, I drive up from Sonora and enter the US through Algodones next to Yuma, no agents are present because it is late and very slow and the agent had to go tinkle.

I continue north along the Colorado river when I get to the check point the Agent had to go hide behind the Saguaro, so I go on my merry way and end up in Las Vegas, all of a sudden I need a Temporary Visitors Permit and my car needs to also have a permit.

Panic, panic what to do, go to the airport they have immigration and customs agents issue the documents.

What do you think they will do, you are now illegal and have smuggled a vehicle.

Immigration will throw you in the clinker and customs will confiscate the vehicle.

Folks the same laws that the US has, Mexico also has these laws, in Mexico they are a little more lenient, "those dumb gringos", so may be they will accept a token of appreciation for their effort some beer money and of course a fine.

I think you're mistaken. You have to turn FMM in when exiting Mexico. It is a single entry visa, "multiple" written on it means that it can be used for different purposes, but it is a single-entry. But... Nobody cares to return it unless they are flying out, and Mexican border agents don't care much. It is often difficult to return it when you're driving out - there is no dedicated booth or a space to pull off and walk across the lanes from North-bound to South-bound lanes. At least, in Tijuana and Otay.

Relation of status to insurance coverage is not clear. I would expect insurance coverage denied if you don't have a valid FMM, but I don't see reports of this happening.

Going out of Tijuana by the San Ysidro exit you are correct there are no check points until you are in US territory.

Going out by the Otay crossing the Banjersito is on a side street, going out it is on the left side, going in on the right side and you have to go on the Boulevard and then on the small streets there is no entrance from the border booths kind of hard to get to on a dead end street.

Best option use the Tecate crossing.
