They are completely different animals.
The Progressive or Surge Guard (the top end ones)not only contain GE-MOV's to control surges, but also look for incorrect phasing, voltage too high, voltage too low, no ground, missing phase, etc.
The Hughes does contain GE-MOV's for surge protection (I don't remember it's Jolue rating), but thats it. It's a boost transformer to correct for low incoming AC.
