We have run into many people in Mexico who have had to disconnect circuit protection devices because they are just too sensitive and refuse to pass current most of the time. We have never used one and have overnighted in RV parks in every state of Mexico without a problem. I remember to use my multimeter or simpler plug in device sometimes but not always.
William is not Mexican. He is an American who lives in the USA. He is the son of Bill, the original owner of Freedom Shores who passed on several years ago. William may be Thelma's stepson and I have no idea how much interest he has in Freedom Shores, probably little if any. $600 US is a significant amount of money in Mexico, more than a month's pay for an average worker. If it were me, I would take the previous advice and just write it off, save yourself the frustration.
The OP is not the first to run into electrical or other issues in Mexican RV parks and if we all took the attitude that we would not stay in parks where someone has had an issue, the list of available parks would be very short indeed. Armed with this knowledge, I will be sure to test the voltage next time I am at Freedom Shores but remember,thousands of people have stayed there (including us on several occasions) without having had a problem. It is one of the better RV parks in Mexico, certainly one of the most scenic and friendly.
