Navegator, without an EARTH GROUND CONNECTED circuit, your line conditioner is going to ONLY modulate the voltage between phase to neutral. There will be zero protection from phase to earth ground and neutral to earth ground. This is fact on a dollar ninety nine cent MOV protected connector to the most expensive SOLA and Tripp Lite line conditioners. Verification of this is only a telephone call away.
You can blast your butt all the way across an RV park, that is your choice. But please do not try and promote gizmos as being the correct, meaning safe way to bond a rig and eliminate the chance of getting a very dangerous shock. The rig chassis must see a high integrity earth ground bond.
If you believe the RV park management is going to dash right out and start running green 14 gauge wire to earth, the answer will be "tomorrow". 90% of Mexican electricians have not the faintest idea that neutral is not ground.

The TWO THOUSAND DOLLAR A NIGHT top floor presidential suite at The Gran Bay Hotel in Barra de Navidad has standard 3 wire 15 amp receptacles but the little green screw on the bottom of the receptacle is empty. They never ran ground wires. Five receptacles I looked at during construction, five receptacles no ground wire, including the receptacles in the his and her's bathrooms - you know, the ones with the televisions placed directly across from the toilet.
You want no ground? Fine. I'll get out the 3lb drilling hammer and sharp point rebar. To each his own. I like my electronics and I like staying alive.
