Not necessarily true and may in fact create a lethal situation for anybody using that faucet. Problem is non-metallic pipe is everywhere and often the only bit of metal pipe is the faucet riser and that may be only a few inches into the ground.
I'm surprised the code would allow any connections of this sort anyway.
Down here in South America - where huge numbers of outlets are without grounds I have a double insulated battery charger and use that to charge the batteries when we are on hookup. Any mains voltage I need inside comes from the onboard inverter.
Not as bad as it looks because there is no earth conductor to the power outlet anyway.
When I went to bed there was just mine plugged in, but by morning the power board was getting a bit crowded.
Mine at the top, an Argentinain's in the middle and a German who just crossed from Chile and who was having adaptor problems on the bottom.

Driving ground rods is for russian roulette fans. What about buried cables that don't like steel rods driven through them.
