I also always test and have found many outlets in Mexico that are grounded. Normally it is not a green wire but a bare copper wire that is used for ground.

It is almost impossible to pound a long ground rod in by hand - which is why I mentioned the "chipping hammer" above - it will pound the rod in all the way in just seconds.
